Anthony T. Fratianne

Anthony T. Fratianne is General Counsel and Senior Vice President of The Liberty Companies. Prior to moving to Maine in 2009, Anthony practiced in the Real Estate and Private Client Groups of Morgan Lewis, one of the world’s leading global law firms, resident in the Philadelphia office, where he represented numerous Fortune 100 companies, Forbes 400 families, and Hollywood celebrities.

While practicing at a leading Portland, Maine law firm, Anthony was named a rising star by Superlawyers magazine, and handled many high-profile deals, including the sale of the largest resort complex in Maine, and the $100,000,000+ acquisition of a portfolio of wind turbine farms. Anthony was also the national real estate leasing counsel for the public company, IDEXX.

Anthony is a 1998 graduate of the United States Coast Guard Academy, where he was an all-conference member of the baseball team, and he graduated in 2002 from the Dickinson School of Law of the Pennsylvania State University.

Anthony is a member of the Board of Directors of the PortOpera, and a member of the Cumberland Club and the Portland Yacht Club.

David Turner joins The Liberty Companies as the new Chief Executive Officer

David Turner joins The Liberty Companies today as the new Chief Executive Officer. David comes to us from Lubert-Adler where he was responsible for Asset Management and Acquisitions. Prior to joining Lubert-Adler, he was a Project Manager at O’Neill Properties and a Construction Manager at Merion Construction.

Having earned a degree in Architecture from Notre Dame and his MBA from The Wharton School of Business, majoring in Finance and Real Estate, he will bring experience to the team in seeking new properties and working on refining our current portfolio.

Equity Builders, Inc.

Equity Builders, Inc. is a general contracting firm founded in 1982 as a subsidiary of Liberty Group, Inc. of Portland, Maine. Kirk M. Rogers, Vice President, manages the daily operations. Additional staff includes Katherine A. Joy, Office Manager, and various Site Superintendents, clerical and accounting personnel.

Equity Builders has successfully completed more than $60 Million in new construction projects, with the majority of properties located in the eastern United States, including approximately thirty (30) RRH 515 housing projects, shopping centers, retail stores and restaurants, as well as numerous other residential and commercial construction and rehabilitation projects.

Over the past ten years, Equity Builders’ primary focus has been the rehabilitation and new construction of multifamily housing projects associated with tax exempt bond financing, the Section 8 Housing Program and the Low Income Housing Tax Credit Program. Equity Builders has extensive experience working within the guidelines of state and local housing authorities, as well as the Department of Housing and Urban Development (HUD). Equity Builders has completed and cost certified over 30 million dollars of contracts on subsidized housing properties in several states including, Maine, Connecticut, New York, New Jersey, Missouri, Oregon, Texas, Georgia and Colorado.

American Multifamily Management, LLC

American Multifamily Management, L.L.C. (AMM), a Delaware limited liability company headquartered in Portland, Maine, is a full service property management firm, incorporated in 2006. AMM provides property management services in two (2) areas: subsidized housing management and mobile home park management.

AMM’s Subsidized Housing Division manages or asset manages all subsidized housing properties developed or acquired by Liberty Group/American Housing Preservation Corporation sponsored partnerships. The AMM portfolio encompasses over 2,400 units of State Housing Agency Financed, HUD and conventionally financed rental properties. New properties are being added to the AMM portfolio on a regular basis, including a growing number of third-party contracts. Local site management, combined with centralized operations and fully automated bookkeeping by an experienced accounting staff, contributes to AMM’s growing reputation for efficiency, quality and professionalism.

Through its professionally trained and certified staff, AMM provides expert, full service property management for rental housing units. AMM’s expertise encompasses applicable regulatory compliance with governmental agencies, lenders, investors and syndicators, marketing and tenant selection, tenant relations, community interaction, property maintenance, accounting and financial management. The majority of support site personnel have been stationed at the properties for many years, providing tenants with a sense of stability and continuity in their management agent.

Both site personnel and main office staff participate quarterly in training sessions addressing current trends and regulatory matters affecting the rental housing industry. All tenants in AMM-managed properties receive a Newsletter updating them on special events or activities planned at the properties, changes in policies or services, significant regulatory changes in federal Fair Housing or ADA laws, and other news items the help maintain open channels of communications between tenant and landlord. Liberty Management, Inc. has staff in six states. The headquarters, located in downtown Portland, Maine, is home to the Directors of Management, Gail Godbout and Thomas Maxfield, along with the accounting staff and administration support. The team works closely with State Housing Agencies, including Maine State Housing and Rural Development, to insure that LMI meets all guidelines and requirements for the properties they manage.

LMI has a long history of third-party management, and is currently managing several units of non-Liberty owned properties.

Mainland Development Co.

Mainland Development Co., organized in 1984, is active in the acquisition, development and new construction and rehabilitation of affordable housing units. Mainland serves as a general partner in over 40 Rural Development (formerly FmHA)/Rural Rental Housing 515 elderly and family housing complexes, as well as State Housing Finance Agency and conventionally financed housing properties for families and seniors.

Mainland has also co-ventured successfully with non-profit housing sponsors who may have access to land, special funding set-asides, management or supportive service expertise, but do not have the resources to originate and see a project through to completion.

Through its parent company, Liberty Group, Inc., Mainland is affiliated with a full service construction company, Equity Builders, Inc., who serves as a General Contractor on the majority of its projects. American Housing Preservation Corporation, or AHPC, has become known as an innovative leader in affordable housing preservation across the country.

AHPC believes that with workable financing, physical plant maintenance and rehabilitation, and professional and caring management, almost every project can be revitalized. Working closely with affiliated management and construction companies, AHPC seeks subsidized housing units to acquire and where necessary, rehabilitate.

Acquisition Specialists at AHPC are trained to work with HUD, State and local Housing Agency programs and regulations. The call upon leading bond underwriters, mortgage placement experts and syndicators to achieve the most favorable financing terms to deliver the best return on investment to the original development owners.

AHPC also converts distressed or struggling market-rate properties to affordable housing which meets the needs of today’s rental market.

Kirk Rogers

Kirk Rogers, a second generation officer of Equity Builders, Inc., the construction management affiliate of the Liberty Companies, joined the team in 1992. He has been the driving force behind the rehabilitation, construction and capital improvements of the Companies’ housing portfolios since that time. In the past 15 years alone, Kirk has completed over $40 million in construction-related projects for the companies.

Ms. Godbout joined the companies in 1994 and is responsible for overseeing management and maintenance of several thousand real estate housing units across the country. Gail combines her knowledge of current LIHTC, HUD and Rural Development regulations with a hands-on approach to working with management staff.
